Blackburn have stepped aside to allow Phil Jones to "follow his dream" of joining Manchester United.
Although Rovers have claimed Jones' switch to Old Trafford could eventually break their transfer record, United have not gone beyond the initial £16.5million offer that triggered a buy-out clause in the teenager's contract last week.
"Much as we would love him to stay on with us - and we made all efforts to convince him to stay - Phil has to finally follow his heart," said a statement on behalf of the Rovers' owners, directors and manager, released the club's official website.

Manchester United may offer striker Dimitar Berbatov to Tottenham Hotspur as part of an offer for Luka Modric, according to the Daily Star.
Tottenham have already re-buffed a £22m bid from Chelsea for the Croatian and claim they don?t want to sell despite Modric himself admitting that he would like to leave White Hart Lane. However, Manchester United are also believed to be interested in the playmaker and could use former Spurs star Berbatov as bait.

Man Utd boss Ferguson was willing to pay what was needed to land Sanchez!
Manchester United boss Sir Alex Ferguson was prepared to break the bank to sign Udinese star Alexis Sanchez.
The Mail on Sunday says Ferguson has admitted he was prepared to break a club record to take Sanchez to Manchester United.
The manager pulled out of a £35million move for the most coveted forward in the world after learning that United, Chelsea and Manchester City had been beaten to the Chilean by Barcelona, who will complete the signing of the brilliant South American next week.
Ferguson has talked up the quality of Sanchez for over 18 months.

Manchester United have accepted a bid from Peterborough for young forward Nicky Ajose, skysports.com understands.
The 19-year-old was a stand-out performer whilst on loan at Bury last season and player a major role in their promotion to League One.
A host of clubs have since made contact with United about the prospect of taking him on loan next season.
There has also been interest in signing him on a permanent basis and now Peterborough have made their move.

Stoke City manager Tony Pulis is lining up an £8million bid for Manchester United defensive pair John O'Shea and Wes Brown according to reports.
Both are expected to leave Old Trafford in the summer, but it was expected that a move to Sunderland would be most likely as manager Steve Bruce looks to add even more new faces to his Black Cats squad.
